As of 2023, Montenegro’s population stands at 623,633, a slight increase of 0.6% since 2011. Podgorica, the capital, continues to lead with 179,505 residents, making up nearly 29% of the total population. This was followed by Niksic and Bar, further cementing the dominance of urban areas in the country.

Ethnic Makeup: A Shift Toward Serbs
One of the most striking findings is the shift in ethnic identification. The percentage of those identifying as Serbs has increased to 32.93%, up from 28.7% in 2011, while Montenegrins now make up 41.12% of the population. The census also showed smaller communities of Bosnians (9.45%), Albanians (4.97%), Russians (2.06%), and Muslims (1.63%).
An Aging Society
Another major takeaway from the census is Montenegro’s aging population. The average age has risen to 39.7 years, up by over two years since the last census in 2011. This shift highlights the country’s demographic challenges, as a growing percentage of middle-aged and elderly citizens dominate the population pyramid.
Regional Highlights: Growth and Decline
Not all regions experienced the same trends. The coastal city of Budva saw a significant population boost, with a 39% increase to 26,667 residents. On the other hand, the northern municipality of Pluzine experienced a sharp decline, losing 31% of its population.
